Report from the Deputy Secretary of Education, Scott Himelstein2.7 million dollars have been allocated to cover the CCTC shortfall. The Department of Education will be working with the Department of Finance to examine the core functions of the commission and help develop a resource plan for the future. Other issues of importance to the governor will be streamlining teacher certification, accreditation issues including budget and appointments to fill open commission seats as soon as possible. Sam Swofford, Executive Director, reported that the cultural competency study required by AB 54 will be posted on the website in the very near future. Professional Practices CommitteeDavid Bradley was interviewed for the purpose of serving on the Committee on Credentials as an elementary teacher member. The commissioners voted unanimously to approve his membership to the committee. Legislative CommitteeStatus of Legislation of Interest to the CommissionBonnie Parks, Director of External Relations and Business Affairs reported: AB 428 (Scott) Would delete from the Ed code the section that requires individuals pass a basic skills examination, currently CBEST, for the purpose of earning a credential, certificate or permit for services in California public schools. The measure maintains the authority of employing school districts to administer a basic skills assessment at their discretion. Commission staff continues to provide technical assistance to Senator Scott’s staff but the CCTC will wait to take a position on the bill until January when the final bill has been developed. Credentialing and Assignments CommitteeTerri Fesperman presented proposed regulations outlining the requirements for internship credentials. The commission approved addition of Sections 80033 and 8033.1 to Title 5 of the California Code of Regulations. Professional Services CommitteeInitial Accreditation and Program ApprovalCommission staff provided background information on subject matter standards, an overview of the process of reviewing proposals for Subject Matter Preparation Programs (SMPP) as well as supporting documentation required for such proposals. Two SMPP were brought before the commission for approval:
A motion was made to reject the two programs because the Commissioners felt there was not enough evidence available from the information given to them to vote for approval. After a lengthy discussion, including audience comments regarding the rigor of the program approval process leading up to Commission approval, the motion was removed from the table with a motion to postpone a decision until the November/December meeting so that an additional Study Group could be conducted. This postponement was approved. Commission staff will prepare a study group session on the standards using the recently approved UCI and CSUN SMPPs for this session. LAUSD proposal for a guidelines based program leading to the Tier II Administrative Services credential was approved. Options for RICA and CBEST Test ContractsThe Commission voted to seek an amendment to the RICA and CBEST contracts that would extend the contract to 10/31/2007. Options for Proposed Changes to the Accreditation SystemLarry Birch, CCTC Administrator, reported to the commission on the progress being made by the Accreditation Study Work Group. This group is working to design an accreditation system of continuous evaluation which will provide a historical perspective and the ability to look back at earlier issues of concern and follow up on how those issues were resolved or improved. Creation of a common template for data submission is being considered. A full report of the proposed changes can be found on the CCTC website under the October agenda, item 6C. Sam Swofford, Director, and Leslie Schwartze, Chair, will be meeting with the Secretary of the Department of Education to present a proposal on the accreditation system and will report back to the commission at the Nov/Dec meeting. Progress Report on the Implementation of the Findings from the 2004 Bureau of State Audits ReportThe auditors presented their recommendations based on the Commission responses to the Bureau of State Audit Report.
