Chairs Report
Leslie Schwarze resided as the new Commission Chair. Honors were given to Larry Madkins, retiring chair, for his dedication and service to the commission from 2000 -2005.
Dr. Beverly Young, the new CSU representative, was introduced and welcomed to the commission.
Accreditation Study Session
Commission staff provided a detailed accounting of the current accreditation process in order to give the new commissioners a comprehensive understanding of this multifaceted process. They included information about the general direction of the Committee on Accreditation as well as the work of the Study Work Group. Among the recommendations was to align visits on the seven year cycle that NCATE uses. A suggestion was also made to have biannual written reports from the Universities to monitor progress and alignment with the submitted document.
Dr. Steve Lilly suggested that an accreditation workgroup create a timeline for when institutions should have their accreditation visits with the goal reinstituting the accreditation process by Fall 2007.
A proposal for members of the Accreditation Workgroup should be on the August 2005 agenda.
A proposal for the institutional order for reinstituting these visits should be on the October 2005 agenda.
Accreditation and Program Approval
Current Subject Matter Preparation Program (SMPP) standards for the Industrial and Technology Education will expire October 2011.
Approval under the current standards for the Industrial and Technology Education SMPP was granted for CSU Fresno and CSU Los Angeles.
Approval of the Alternative Professional Clear Administrative Services Credential Program was granted for: San Diego County Office of Education Azusa Pacific University California Educational Leadership Alliance
Approval of Knowledge, Skills and Abilities for the California Teachers of English Learners (CTEL) Examination
The Commission approved the knowledge, skills and abilities (KSAs) for California Teachers of English Learners (CTEL) with minor modifications as well as the test structure developed by National Evaluation Systems (NES). NES will move forward to develop the CTEL exam. The initial administration of the CTEL exam is scheduled for December 2005. Dr. Richard Allen spoke to the issues of implementing the new test and delays if adoption were not possible at this time.
Implementation of Bilingual Certification Review Plan
A proposal to select a workgroup not to exceed 15 members to review bilingual certification was approved. The workgroup will be addressing the following four policy questions:
1. Should the Commission explore alternatives to the current route to bilingual certification for already-credentialed teachers? 2. How shall the Commission maintain a structure for bilingual certification for those candidates who are in the process of earning a credential? 3. Given the increased number of languages spoken by students in California classrooms, how can the Commission provide bilingual certification for more languages? 4. How should newer models of instruction be considered in the development of updated requirements for bilingual certification?
The proposed timeline for this review plan was approved. Recommendations from the workgroup will be presented at the March 2006 Commission meeting.

Currently no CLAD or BCLAD program proposals are being accepted by the commission because the current standards are under review. CSU Stanislaus has requested an exception to this practice because of the need for CLAD certified teachers in their community. The Commission discussed the implications of approving a CLAD program under the current standards and approved an exception to this policy as long as CSU Stanislaus resubmitted a program proposal under the new regulations in the first round of submissions.
Fiscal Year 2005-06 Fee Structure for Both the Teacher Credentials Fund and Test Development Administration Account
The Commission acted to raise the credential fee to $67.50, pending approval in the Annual Budget Act (which sets the credential fee cap). It was also approved to raise examination fees (except CBEST) by $6.00. This will partially restore the shortfall in funds.
In an effort to reduce the backlog at CCTC, phone calls and e-mails will take a minimum of two days for response and there will not be any walk in inquiries.
The Commission adopted Schedule D as presented on the agenda for next year's meeting schedule. This will meet the requirements of 10 meetings a year by conducting some two day meetings that share two months.
